This happened in my apartment building a few months ago and everyone thought somebody left a kettle on somewhere. Turned out the sound came from old pipes whenever water pressure changed too quickly. I actually found are whistling pipes dangerous when to call a plumber while trying to figure it out, and it explained the most common causes really clearly. From what I learned, whistling usually comes from worn valves, loose fittings, clogged aerators, pressure problems, or even tiny leaks inside the system.
